BAKER AVE / E a stick. When asked his the dog just did not want to walk or if the dog was on it's side or body being dragged Animal Cruelty; 3RD ST the RP stated it was being dragged on it's body. The RP also stated she had video but not of the incident due to it being to tramatic to watch. The RP also stated that the dog was not barking or yelping in distress. At this time there is no known suspect. - nothing further; ; WAS YELLING AT HIM DRAGGING HIM ON THE LEASH PUNCH THE DOG ; ACTING OUT ALL NIGHT ; HAS BEEN HAPPENING FOR 2 WEEKS NOW; IS CAUSING ISSUES ; IS IN A BLUE PICKUP; MALE HAS BEEN STAYING OVER NIGHT IN THE PL ; PHN CALL REQ ; Spoke with RP
